Testing Terms & Customer Rights

Plain-language summary
We come to you. Call or request a test — OBD is $75, OVI/smoke is $199 (motorhome rates on pricing). Payment is simple and handled when we book or on-site, as we agree with you.
The testing fee pays for the mobile visit, equipment, inspection, and result submission. It does not guarantee that a vehicle will pass.
1. Scope and acceptance
These terms apply to mobile Clean Truck Check, OBD, OVI/smoke opacity, motorhome, fleet, and related testing services provided by NorCal CARB Mobile LLC. The person requesting service confirms that they are the vehicle owner or are authorized to order testing for the owner or company.
Submitting a booking request, accepting a quote, paying an invoice or payment link, or allowing testing to begin means the customer accepts the terms in effect when the appointment is booked.
2. Payment
We confirm price and payment method when we schedule (call, text, or invoice link). Fleet accounts may use agreed terms. No deposit form is required just to request a visit.
3. Cancellation, rescheduling, and no-shows
At least 24 hours before the appointment and before dispatch: the customer may reschedule once without charge or request a full refund.
Less than 24 hours before the appointment, after the tester has been dispatched, or for a no-show: a $75 mobile dispatch and reserved-time charge is retained. Any remaining prepaid balance becomes a service credit that may be used once within 30 days.
The same rule applies when the vehicle is not present, cannot be accessed, no authorized person is available, the location is unsafe, or testing cannot begin because the customer or vehicle is not ready.
Once testing has started, the service fee is earned and is not refundable. If NorCal CARB Mobile cannot perform the appointment because of our own scheduling, personnel, or equipment problem, the customer may choose a full refund or a no-charge reschedule.
4. Vehicle and site readiness
The customer is responsible for providing accurate vehicle and owner information and making the vehicle available in a safe location. Unless otherwise agreed, the customer must provide:
- the correct VIN, license plate, engine information, and registered-owner or company information;
- keys and an authorized operator or representative;
- an operational vehicle with adequate fuel and battery power;
- safe access to the OBD port, exhaust, engine label, and other required inspection areas;
- a vehicle warmed or prepared as instructed for OVI testing; and
- a current and accurate CTC-VIS account, including any owner reporting and state fees that are the owner's responsibility.
Testing may be stopped or declined when conditions are unsafe, the vehicle cannot be operated as required, required information is missing, or proceeding could damage equipment or create a safety risk.
5. Passing is not guaranteed
The customer pays for the testing service, not for a guaranteed passing result. A vehicle may fail, produce an incomplete or invalid result, or require repair and retesting. A failed test, customer-caused incomplete test, or invalid result caused by vehicle condition or inaccurate information does not create a right to a refund.
Retesting is a separate service and fee unless a written quote or invoice expressly includes a retest.
6. CARB submission and compliance status
NorCal CARB Mobile submits eligible test results as a credentialed tester. CARB and CTC-VIS control final receipt, acceptance, due dates, fees, account status, and compliance status. CARB system outages, account holds, unpaid state fees, incorrect owner records, enforcement holds, or other matters outside our control may delay or prevent a vehicle from showing compliant.
The vehicle owner remains responsible for checking the CTC-VIS account and confirming that all reporting, fees, deadlines, and testing requirements have been satisfied.
7. Payment disputes and chargebacks
Customers should contact NorCal CARB Mobile promptly about any billing concern. When a chargeback is filed for an authorized or completed service, we may provide the payment processor with the accepted terms, appointment communications, location records, VIN and vehicle information, test records, and proof of submission or attempted service.
8. Customer rights
Nothing in these terms waives any right that cannot legally be waived. If California or other applicable law gives a consumer a cancellation, refund, or disclosure right that conflicts with these terms, the applicable law controls.
9. Written quotes and fleet agreements
A written quote, invoice, or fleet agreement may add or change terms for a specific appointment. When there is a conflict, the signed or accepted written agreement for that appointment controls.
